On April 22, 2025, in Almaty, as part of the International Central Asian Environmental Forum “Sustainable Development of Central Asia: Environmental Challenges and Solutions in the Context of Global Changes,” organized by the International Public Association for the Promotion of Renewable Energy in Central Asia, a presentation was delivered by Doctor of Economic Sciences and Chairman of the Supervisory Board of TechnoGroupService LLP, Mominbayev Zhomart Baizakovich.

In his speech titled “Establishing Photovoltaic Module Production in Kazakhstan,” he presented a strategy for developing a complete solar module production cycle in the country, drawing on the international experience of leading companies. Special emphasis was placed on the importance of technological independence, localization, commercialization of scientific developments, and support measures for domestic manufacturers.

Zhomart Mominbayev emphasized that the implementation of these initiatives would enhance the integration of renewable energy sources in Kazakhstan, contribute to industrial development and job creation, and strengthen the region’s export potential. He also cited examples of companies founded by scientists that have become global leaders in photovoltaic module manufacturing.

On April 19, 2025, a meeting of the International Advisory Board (IAB) of the Nazarbayev University Graduate School of Business (NU GSB) was held in Astana, focusing on the development and potential restructuring of NU GSB. The discussion was attended by IAB member Zhomart Mominbayev, Chairman of the Supervisory Board of TechnoGroupService LLP.

During the meeting, proposals were reviewed to optimize the School’s structure in order to enhance its academic effectiveness, international competitiveness, and resilience to external challenges. BK Energy Limited, a subsidiary of TechnoGroupService LLP, has received support from the AIX Stock Exchange to issue green bonds for the financing of a 20 MW solar power plant.

Currently, the project is in an active phase: the design and estimate documentation has been completed and approved by the state expertise, all necessary permits have been obtained, and a 20-year power purchase agreement with annual tariff indexation has been signed.

The use of capital market instruments, including potential partnerships with the Astana International Financial Centre (AIFC) and DAMU Entrepreneurship Development Fund JSC (under discussion), will allow the project to be implemented in accordance with best international practices for sustainable finance.

From April 2 to 4, 2025, the international exhibition and conference PowerTech 2025 is taking place in Almaty, serving as a dialogue platform for discussions on decarbonization, renewable energy development, and energy efficiency in Central Asia.

On April 3, as part of the business program, a session titled “Overview of the Renewable Energy Market in Central Asia” was held, moderated by Ramazan Zhanpiisov, Advisor to the General Director of the ECOJER Association.

Participation in PowerTech 2025 allowed TechnoGroupService LLP to present its vision for sustainable development and localization in the renewable energy sector, while also highlighting the importance of regional cooperation in achieving common climate goals. Zhomart Mominbayev also proposed using the abbreviation I-REC.KZ to refer to voluntary certificates from renewable energy sources that use domestically manufactured generation equipment.
