GOLDEN LETTER

On October 31, 2023, in celebration of the Republic of Kazakhstan Independence Day, the Embassy of the Republic of Kazakhstan in the Kyrgyz Republic organized an official reception. The event commenced with the national anthems of Kazakhstan and Kyrgyzstan.

During this occasion, Mr. Zhomart Mominbayev, a partner at TechnoGroupService LLP, was honored with a letter of gratitude from the Minister of Foreign Affairs - Deputy Prime Minister of the Republic of Kazakhstan, Murat Nurtileu, for his contribution to strengthening bilateral cooperation between the Republic of Kazakhstan and the Kyrgyz Republic.

The construction project of a 50 MW solar power plant "Kun Bulagy," with subsequent expansion to 300 MW, is being implemented by TechnoGroupService LLP in collaboration with the Ministry of Energy of the Kyrgyz Republic represented by Taza Energy LLC. The pre-investment phase of the project is currently concluding, and construction will commence after passing state expertise.

Ambassador Extraordinary and Plenipotentiary of the Republic of Kazakhstan to the Kyrgyz Republic, Rapil Zhoshybayev, emphasized the enduring ties of friendship and good neighborliness demonstrated by Kazakhstan and Kyrgyzstan throughout years of independent development. This is affirmed by the Treaty of Eternal Friendship (1997) and the Treaty of Allied Relations (2003). Ambassador Zhoshybayev praised the established trustful relations and the dynamic course of political dialogue maintained at all levels. The ongoing efforts to modernize and reconstruct border checkpoints, as well as the construction of an Industrial Trade and Logistics Complex at the Kazakhstan-Kyrgyzstan border, were acknowledged. These initiatives are expected to significantly increase cargo transportation volume and expand trade between the two countries.

First Deputy Chairman of the Cabinet of Ministers of the Kyrgyz Republic, Adylbek Kasymaliev, highlighted the high level of bilateral relations and close support in all areas of the two states' activities.


Memorandum of Cooperation in the Renewable Energy Sector

On October 26 of this year, Akim of the Ulytau region Berik Abdigaliuli, Partner of Technogruppservice LLP Zhomart Mominbayev and Head of Sinohydro Engineering Bureau Machinery and Equipment Co. Ltd. (a subsidiary of Power China) Mr. Guo Pingzhong signed a Memorandum of Cooperation on the development of two major projects in the field of renewable energy.

The first project is the construction of a 1 GW wind farm in the Zhanaarkinsky district of the Ulytau region. For this purpose, the local authorities have allocated a plot of land with an area of 20,000 hectares, on which the measurement of wind energy potential will begin in the near future. Electricity production by this facility is planned in the amount of 3.4 billion US dollars.kWh per year, the amount of attracted investments will be up to 1 billion.US dollars.

The second project is aimed at organizing the production of load-bearing metal elements of wind turbine towers. The plant's capacity will be 100 towers per year or up to 800 MW of wind farm capacity. A 20-hectare plot of land has already been allocated for the plant in the Zhezkazgan industrial zone, where engineering and geological surveys will also begin in the near future. The amount of attracted investments will be up to 25 million US dollars. The ceremony of laying the capsule of the future plant was held with the participation of the Leadership of the Ulytau region.

In the first nine months of this year, the volume of electricity generated by renewable energy facilities in the total volume of electric energy production amounted to 4.9 billion.kWh, which corresponds to 5.97%.  The increase in electricity generation by renewable energy facilities for 9 months of 2023 compared to 9 months of 2022 is 25%.


Solar Power Station (SES) "Balkhash" 50 MW Excursion

On October 11, 2023, an excursion to the 50 MW Solar Power Station "Balkhash" was organized for students of the Polytechnic College of the Corporation "Kazakhmys." The purpose of the excursion was to familiarize future specialists with renewable energy technologies, tasks related to the maintenance and operation of electrical equipment, and ensuring the high technical readiness of the station for uninterrupted energy production.

Talgat Basalov, the head of the solar station, shared information with the students about the principles of electricity generation by solar stations, the environmental friendliness, and the advantages of using solar energy. The excursion sparked genuine interest, allowing students to ask questions about internships and future employment opportunities at the facility.

The popularization of the benefits of renewable energy facilities is a mission of TechnoGroupService LLP, and organizing excursions for professional communities is an essential element of realizing this mission. It aligns with the goals of sustainable development, focusing on improving education, employment, combating climate change, and protecting the environment.

Participation in an Open Dialogue on Renewable Energy

On October 11, 2023, in Nur-Sultan, Zhomart Mominbaev, a Partner at TechnoGroupService LLP, participated in an open dialogue on renewable energy organized by the Kazakh Association of Renewable Energy "QAZAQ GREEN" at the initiative of Vice Minister of Energy of the Republic of Kazakhstan, Zhanat Nurmagambetov. The event also involved leaders of state and quasi-state organizations directly related to the power industry of Kazakhstan, as well as representatives of the business community implementing renewable energy projects in the country. The main topics for discussion during the meeting included issues related to the protection and support of the domestic processing industry in the field of renewable energy, current problems of development and integration of renewable energy sources, measures to ensure financial sustainability, and the stability of the country's power system.

Zhomart Mominbaev proposed amendments to the existing legislation of the Republic of Kazakhstan, suggesting the repeal of existing tax privileges, customs duties, and subsidized interest rates for imported materials and equipment in the field of renewable energy. A number of agreements were reached, and the parties agreed to further study the proposed suggestions and questions.

The meeting proceeded in a constructive dialogue. Summing up, Vice Minister of Energy of the Republic of Kazakhstan, Zhanat Nurmagambetov, urged participants to actively engage in protecting their interests during the implementation of major renewable energy projects, the application of energy storage systems, analysis of the activities of renewable energy sources for the past 3 months, and more.
